Anglo-Italian Pact's Plans May Be Blocked AQUA-SHEEN

Britain Endeavouring To Encourage Negotiation

London, May 19.

Considerable anxiety exists in London over the lack of progress in the negotiations between Italy and France. A deadlock has occurred due, it is believed, to Italian objections to alleged French support for the Spanish Government.

French support of the Loyalists, it is feared in London, may have the effect of delaying the withdrawal of volunteers from Spain. Without the withdrawal the Anglo-Italian Agreement cannot be implemented.

Sufficient progress, however, has been made for Lord Plymouth to begin consultations with other members of the non-Intervention Committee regarding the pro- cedure to be adopted for withdrawal of volunteers.
