no market. Its provisions for legal supervision are such that the powers of the Court could not adequately carry them out. The innocuous clauses are uncalled for.

Believing as I do that the measure tends to evil morally, commercially, and legally, I feel it my duty thus to set forth some of the reasons why I think the proposed Bill ought not to pass. To avoid being further wearisome, I avoid setting out other reasons which influence my opinion.

If my views are held to be erroneous and if His Lordship should recommend it for adoption by the Legislature, I feel that the rule laid down by the Duke of Buckingham may apply. I therefore, in such case (my objections being conscientious), ask for permission to abstain from voting or to absent myself from the Council on the passing of the Bill.
