To note this explanation, I feel bound to make to the Secretary of State in consequence of His Excellency the Governor's remark that he withdrew the Ordinance in consequence of the Chief Justice's opposition and that he should so inform the Secretary of State who had directed that the Ordinance should be submitted for "adoption".

It appears from the Hongkong Government Gazette of the 18th inst. that at a meeting of the Legislative Council on the 21st September last, His Excellency the Governor informed the Council that "it had been decided with reference to the Ordinance relating to the China Traders Insurance Company, Limited - that any measure dealing with the question of subdivision of shares should have a general and not a special application". The Attorney General therefore then brought in a Bill to repeal No. 4 of 1876, and to amend the Companies Ordinance 1865, and the Bill was read the first time.

Except repeating the Ordinance of 1876, I understand it to be simply a reprint of the Bill which had been rejected on March 6th last, on the votes of the Acting Colonial Treasurer, myself, and Mr. Kyrie M. Lowcock, and His Excellency the Governor.
