Calcutta.
Mr. L. Owen, district magistrate, United Provinces, to-day issued a warning that any person found rioting or looting is liable to be shot.
The police, he said, would not hesitate to shoot, If necessary, to protect the life and property of citizens. Hooliganism would not be tolerated.

It was stated in a local broadcast to-day that the Colonial Secretary, Mr. Ormsby-Gore, had appointed a commission to come here and to Nigeria to investigate the cocoa situation. There is at present a deadlock between producera and buyers, the producers alleging that the cocoa-buying pool is trying to obtain the cocoa at much below its real value.
