MAN now serving five years Imprisonment in Stanley Prison received twelve strokes of the "Cat-o-nine-talla" last week. Yesterday another robber was sentenced at the Supreme Court to receive 12 Inshes.

The "Cat" can only be administered by order of the Court or the Governor.

Not many years ago Hongkong witnessed floggings of prisoners in public. One convlet received a total of 239 lashes.

What is the "cut"

It consists of a long wooden stick, to the end of which are attached nine 28-inch long stripa; of cord, interspersed at every six inches with knots of silk cord.

For what is the "cat" administered?

For offences within prison-inciting to mutiny, assaulting a prison officer, or for a particularly brutal assault upon a fellow convict.

The court can inflict the "cat" for robbery with violence and also upon men convicted as "Incorrigible rogues of a certain type of offence

The "cat" is usually administered in doses of twelve, eighteen, twenty-four, or thirty-six strokes. If more than twelve strokes are given the flogging is carried out by two warders, one left hand and one right hand.

When copvict is to be fogged he is taken to a place away from the other prisoners and is examined by the prison doctor, who has to certify him able to receive the punishinent.

This causes the man to raise himself slightly on his toes and bend forward to receive the lashings.

Then two wardera place a screen over the back of his head as a protection to the neck, while another two officers place a similar screen across the lower part of the spine.

The prison governor, chief officer, and the hospital attendants are all present. The doctor is the only man to stand in front of the prisoner in order that he may determine the condition of the convict as the flogging progresses.

BANDAGES

If the convict shows signs of fainting, after even the second lash has been indicted the doctor has the right to stop the flogging, and, by law, the convict can never again be brought up for the rest of the punishment.

After the flogging is over, a lint bandage soaked in ointment, is placed on the wounds, and the man is returned to his cell.

Humanists decry the "cat."

About twenty floggings with the "raf are administered in British gools every year. The number shows a gradual increase.

This is due to the appearance of the gangster element in this country, and it is at present re- garded as the only effective method of stamping out this menace.
