A new Ordinance to supersede the existing Ordinance No. 4 of 1876, and to amend the Confraries Ordinance 1865, and a copy of that Ordinance, I have the honor to enclose.

2. On its first reading, I explained to the Council that after correspondence with Your Lordship, it seemed more advisable to introduce a measure which would not only give the Graders' Company the relief it sought but would also place within the reach of other Confraternities which might feel alike want of legislation.

3. On the second reading, I moved the Ordinance on the 16th instant. The Chief Justice opposed it with much vehemence, using the same arguments as to its leading to Gambling, etc., which he used in March last, and which were fully brought to Your Lordship's knowledge by Dispatch of the 4th May and its Enclosures.
