Sir, It is about time that attention was again drawn to the housing pro- blem in Hongkong.

Since the matter assured serious proportions in the autumn of last year, the gravity of the situation has been further accentuated rather than diminished. ·

To re-introduce the Rent Restelo- tions Ordinance, as it existed in the Colony some years ago as an emer gency measure, is, I consider, an in- advisable step. I say so with a per- fect practical acquaintance with the effect of the Restriction Bill and of the one-sidedness of its operation to the prejudice of the genuine opposed to the speculative class of landlords.
