CONCESSIONS BELIEVED MADE BY HITLER
Vienna, Feb. 14. The exact nature of the concession to which, it has been represented, Herr Hitler has agreed at the Berchtesgaden meeting with Dr. Kurt Schuschnigg, is now apparent from statements in official quarters and the inspired press comment.
While it is probably true that Herr Hitler declined to publicly disavow the Austrian Nazis, he has evidently given a positive guarantee that Relch Party quarters will refrain directly from encouraging legal activities, and smuggling of propaganda, sup- plies and money across the border
veli cease.
It is believed that instructions to this effect have already been issued to the Nazi Party in Germany.

Warns Japan Not To Rush Exploitation
People Of North China Must Be Considered
Tokyo, Feb. 14.
A warning against excessive haste in developing North China has been issued by Mr. J. Hirao, president of the semi-official Japan Iron Manu- facturing Corporale.
Mr. Hirao said that Japan's first must be to provide for the welfare of the regions and the Chinese popuin- ilon, and in exploiting North China's resources and developing its indus- tries full attention must be paid to the interests and desires of the Chi- nese people.
"It would be the worst thing imaginable to treat the question from the Japanese' point of view alone," he declared.
Mr. Hiaro, who once headed the Ministry of Education, returned to Tokyo yesterday evening from Pel- ping, where General Terauchl offer- ed him the post of supreme, economic adviser to the Japanese garrison.
He asserted that in drafting plons for the economic development of North China, Manchukuo and Kores, the three areas must be considered as components of a single bloc.
