for its object the extension of the principle of what is known as "payment by results" to the Government Schools of the Colony, the Central School excepted?

Mr. Stewart's letter speaks for itself that it is unnecessary for me to enlarge upon it, and I have merely to inform Your Lordships that, subject to approval, I have sanctioned, with the concurrence of my Executive Council, Mr. Stewart's proposal, being of opinion that it is based upon sound principle and is calculated to promote the educational interests of this Colony.
