JUDGE SMALE WAS A MAN WHOSE CON- TRIBUTIONS TO THE ENFORCEMENT OF LAW AND ORDER WERE UNDENIABLY GREAT, BUT ONE, TOO, WHO IS BETTER KNOWN POSTERITY ON ACCOUNT OF HIS CITIES.
