My Alves has been in the Government Service for seventeen years and has during the whole of that time given entire satisfaction to those under whom he has served. Your Lordship will, I daresay, readily understand that officers in his position have not got the same prospects of promotion as others more immediately connected with the Executive, and in the absence of such promotion the only mode of recognizing long and faithful service is either to grant an increase to the salary of the Officer or something by way of personal allowance.
My Executive Council are primarily of opinion that Your Lordship be asked to sanction a personal allowance to Mr Alves in consideration of his long service and of the excellent character which he has borne.
I beg, therefore, to recommend for Your Lordship's sanction a personal grant of $150 per annum to Mr Alves as a suitable recognition of his long and faithful services.
