The space allowed to each passenger on short voyages is 16 superficial feet on the lower deck; and, after deducting 4 feet on the weather deck for each passenger accommodated below, the remainder of the space on the weather deck is given to deck passengers at the rate of 16 superficial feet per person - skylights and other incumbrances not being included in the measurements, so that a vessel under such circumstances shall not be considered overcrowded.
