The Chinese Passenger trade from Hongkong and the Ports in China is regulated by the Chinese Passenger's Act 1855, and the local Ordinances.
In 1871 at the request of many persons interested in the Passenger trade an Ordinance was passed sanctioning under certain restrictions, the Conveyance of deck passengers.
This Government has been most careful in only granting the privilege to vessels clearing between the 16th October and 31st May inclusive, this being the season when there is always a fair wind (North East Monsoon) blowing; and, when vessels may safely,
be
