IN Brancaton's well knowledge gives to me much weight with his opinion as concerns its Conclusiveness. From the Harbour Masters report, indeed, it appears that practically the carriage Deck Passengers upon it, Hong Kong is restricted to the favourable season of the year - and to light baggage. As regards the "Goutyou" she was no doubt unfit Vessel to carry the Deck Passengers - but it must be remembered that the landing in this building has latterly been confronted Vessels of great length and narrow beams - and that many the modern Steamers carrying Passengers extravagant across the Atlantic are even more extreme in this proportion than the "Goutyou". It can scarcely be doubted that Vessels of this build will be introduced into the trade passing through the Suez Canal to the Straits Settlements & China. In these cases the restrictions in the Straits Settlements Rules will operate beneficially.

The Emigration office may, in his discretion, permit Deck passengers to be carried on a Ship. Fr. var. 5. It might be worth to instruct the Emigration Officer that if he finds Vessels of unsuitable character brought into the trade to Constantinople, he may exercise his discretion in the matter of refusing permission.
