Under the circumstances
I would respectfully ask to be placed on a juster footing with brother officers and I hope that looking to the remuneration which obtains in the East for Civil Engineers in positions of trust, His Excellency the Governor will not deem salary of £1500 a year to be more than a fair equivalent for the services, which I have the honour to render to the Government of Hongkong.
