Memorandum of the Major General Commanding directing the mode of communication to be adopted in future between the Civil and Military Departments. I think it will be seen from this that the position of the Civil Authorities was as I described it - one of deference to the wishes of the Military Authorities rather than of concurrence in their views.

This Government would prefer a return to the system which previously prevailed and worked so satisfactorily - of direct communication between the respective Financial Departments, viz: The Control Department and the Colonial Treasury.
