And indeed if it were to do so, it would only open up a very troublesome question again, that of correspondence generally, on which I am always in difficulty with the General; on which account I hope even on personal grounds the direct application may be accepted.

With reference to the General's request that correspondence on Military matters should all pass through your office, is it intended to be taken as applying to purely financial matters? Hitherto in all matters when the Controller is acting as the authorised agent of the Treasury he has been in direct communication with the local Government. We assume that this is the correct practice, but in order to prevent any misunderstanding will you kindly let me know-
