Mr. Austin told me the day before yesterday that the application made by the Treasurer for the Colonial Contribution either had
been or was to be returned, to be sent through the General : I find it has not been, as yet and I hope I may be in time to prevent it being done. All transactions about raising
and issuing money are Treasury questions and not War Office - and consequently the General has absolutely nothing to do with them and no correspondence
