an intimation from the Major General conveyed through the Assistant Military Secretary in reply to a letter from the Colonial Government, acknowledging the receipt of the telegram which it spoke of as

"superseding" the several orders, that

he had felt it his duty to bring the matter in a despatch, a copy of which he had enclosed, to the notice of the Secretary of State for War, wherein he characterized the conduct of the Colonial Government as

obstructive to the

gratuitous transaction of public business.

In this letter the Major General also avows for the first time that he never meant his order to include financial correspondence, and he actually charges the Colonial Government with knowing this perfectly well throughout, and this in the face of Colonel Barzano's answer to Mr. Smith's direct inquiry on this point, in the face of the invitations of the Colonial Government to revert to the old system of direct communication, thereby shewing clearly how they regarded his instructions, and in the face also of the actual acquiescence in that very point by Captain Molony.
