JAPAN NOT SATISFIED
Tokyo, Dec. 31. The Foreign Office has stated that due to the Soviets' dilatoriness in pre- venting the signing of the new fisheries treaty before the end of the year, Japan was compelled to agree to the protocol signed in Moscow on Derember 29, extending the old pro- visions for a year.
In the meantime an endeavour will be made to conclude a new treaty.— United Press,
