the view taken by Captain Motory as to his duty as the Agent of the Imperial Treasury, but as that view
clashed with the request already preferred by the General that all communications whatsoever whether Financial or
otherwise should pass through the Assistant Military Secretary, His Excellency thought it right to bring Captain Molony's letter to the General's
notice.
No reply appears to have been received to this letter and the Colonial Government seems to have not insisted further, in face of the remonstrances
of the Control department, in delaying the payment of the Military
Contribution until the application should be sent in in the manner
and
rendered necessary by a compliance with the Major General's memorandum, for the next three quarters payment was made when it fell due,
and no correspondence ensued.
Indeed though no intimation was ever received from the General, it was perfectly competent and natural for him to make, had he so wished, slight modifications of his instructions
expedient in reference to financial matters, yet there is little doubt nevertheless that things would gradually have lapsed into the status quo ante and
that he deemed it...
