Sir, From circulars from the Cuble Companies I notice that Christmas and New Year telegrams can be sent (XLT.) to Great Britain at the reduced rate of $3.95 for 10 words whille the rate, to other places Europe, with certain exceptions, is $12.17.
Can you plenie tell me the reason for this discrimination, especially R there is a Continental Cable Company working from this end.

"No such reduction could be ob tained for XLT messages to foreign nations, because their Governments would not co-operate with us to
us to such an extent. However, we were able to obtain some concession with all but one or two countries and, with these exceptions, Hongkong residents are able to cable to the Continent and elsewhere throughout the world at one-third the ordinary rate.
