Any way for the delays caused by adherence to the request of the General. We know now from the telegrams of the Secretary of War that the Senior Commissariat Office is the proper channel of communication with the Colonial Government on financial matter, but in the absence of such information, I do not feel how I could surely constitute "information". I might well have disregarded the wishes of the General who may be supposed to be fully acquainted with the rules laid down for the guidance of Military Departments.
