I found at the Treasury after some days' search, papers about this matter.
In reply to your letter No. 64 of the 21st September relative to the repayment of the military contribution at Hong Kong with the Treasury chest, I am directed by the Earl of Carnarvon to state that
In a despatch from Sir A. Kennedy, under date 20th August, it was acknowledged that in reply to a despatch from the Major General Commanding dated 6th October, he had given directions that the military contribution for the two past months should be paid direct to the head of the Commissariat.
