There is no doubt that all persons in Hongkong would desire to have an additional Telegraph cable laid, as between Penang, Australia, via Hongkong, and Madras, and (from whatever cause) the existing line is very frequently out of order; more especially the former, and thereby entailing heavy loss upon the Company and inconvenience to the public.

Such an addition to the means of communication with Europe, India, and Australia, could not prove otherwise than beneficial to the interests of the Colony: but in view of the very high charges maintained on the present line, it is a matter for consideration whether it would not be desirable to allow another Company to enter into competition with the existing line which works unsatisfactorily.
