Attorney General apprehend, there will be difficulty in obtaining such evidence as would justify the Magistrate in convicting them. Though the men have been charged with great reluctance, I have been compelled to release them, and have directed Her Majesty's Acting Consul at Manila to be notified to that effect in a Duplicate Despatch, a Copy of which is enclosed.
