The proposals referred to by Lord Carnarvon's Telegram originated with the French Post Office, and were as follows:
(1). That the Stamps at present impressed on correspondence for France and the French Postal Agents be abolished.
(2). That unpaid correspondence (including insufficiently paid) be marked: (T).
(3). That Registered Letters be marked as may seem best to the Country of origin.
(4). That correspondence not marked ...
