12. when goods are intended to be sent directly from Macao to the lower Prefectures where there is no Custom House, a Permit will be granted for such purpose, and on arrival at their destination, they shall proceed according to the regulations of that Port.

If the duties are not paid at Macao, the goods will receive the duty on arrival at that place according to the Custom House.

13. Goods sent from the lower Prefectures to Macao and which have paid duty at the port of departure will not pay an import duty at Macao.

14. Goods shipped to other ports within the same province shall not pay the duties again according to the laws of the port of destination. If they are transhipped to Canton, then they pay according to the regulations in force at the Central Custom House.
