17. It most clearly appears from this Enclosure that Brown's sugar shipped at Hainan pays 6.6 per cent. Hoi Kwan's duty, and 8 per picul Prefect's duty and if it is sent to Canton all it has to pay 3.3 per picul for cancellation fee (sii ho) - This looked so peculiar when I came to re-read it that I sent for the Witness Chau Jung again and examined him on it and he said there could be no doubt about the fact. Whether we take Jegure's here given, or those quoted by Mr. Brooke Robertson in the letter forwarded to Thomas Wade, it is obvious that the native tariff and the Foreign tariff as they were are not the same alleged to be by the Stoppo in reply to his Brooks application for the former - that there is a native tariff although practically not to be had, and seldom adhered to will presently appear.
