The Viceroy also admitted that the Hippo had Shown no disposition to restrain his subordinates one of whom a writer, named Toro was notoriously rapacious. "They are generally disreputable & dependent on their superiors. They are chiefly rapacious & anything but taking good care of themselves in collecting revenue.
