In reply I am to state for the information of Lord Carnarvon that although the proposed works would no doubt provide some ... conveniences which are now wanting, My Lords can scarcely regard a plan by which a public road will be interposed between the Naval Yard and sea as an improvement to the former?
When it was proposed some months since that the whole work should be executed at the expense of the Colony, their Lords were unwilling to interfere with a Local improvement to which great importance appeared to be attached judging by the large expenditure which the Colonial Government was represented to be prepared to incur in order to compensate the Navy for the loss of the whole of the sea-frontage.
They cannot however consent to charge to Naval funds two thirds
