South Leader's Advice To Nanking

Canton, Aug. 1. Irumediate decluralian of war against Japan to check its invasion of North China was urged by Dr. Chou Lou, member of the Standing Com- mittee of the Kuomintang Central Executive Committee and Chancellor of Sun Yat-sen Universiis, in a tele- gram dispatched yesterday to General Chiang Kai-shek, President of the Executive Yuan and Chairman of the Military Affairs Commission.

"Japanese aggression without de- claration of war is intended to serve three purposes detrimental to China,” Chancellor Chou pointed out. "Under

present conditions, world opinion is that the ghting is but a local incident and that treaties cannot be invoked effectively against, Japan.

"Without a declaration of war, Japanese can freely travel in wur zones and elsewhere and can utilise traitors to obtain our military and political plans.

"Since there is no declaration of war. Japanese goods are still coming to China, and the proceeds will be

used in the war against us,"

In the circumstances, nothing short of a declaration of war will save the situation, the Kuomintang leader em- phasized. Such declaration, he held, will give the other Powers a proper perspective of the situation and will arouse the spirit of the soldiers and people.

"This ja my humble suggestion," the telegram said. "I wish to have your opinion on my views."
