Under Secretary of State for the Colonies, a copy of which is enclosed, I have the honour to submit that the decision arrived at regarding the proposed extension at Kowloon. I have the honour to submit that the decision arrived at has been to modify their views of a project which materially affects this Colony.

2. So far from wishing to deprive the Naval Yard of the funded extension, as Your Lordships possibly be referred to that letter late in the correspondence which has occurred between the Colonial Office and the Admiralty, it has occurred to me that the aim of the proposed work may not be too clearly set forth, with the object of enabling any portion of its frontage as inferred in the last paragraph of the Naval Secretary's letter, it is the expressed intention shown in the plans I have enclosed, to confer on the Yard the advantage of an aggregate water frontage of several hundred feet by dredging to the requisite depth.
