The result of this case is not satisfactory. I table the Chinese suggestion of the man being thrown overboard to be untrue, but upon the French statement of the case the man has lost his life in attempting to swim ashore a distance of more than a mile.

This would not have happened if they had delivered him to the Police, instead of tying him on board; or if they had lowered a boat to secure him in the water. Such an occurrence could not have...
