There can be duress
the Attorney General points out
as I refer to, a copy of which I enclose, that the Government has a right to ask that if shipping companies receive the privileges they now enjoy, they should accept also their responsibilities, and that it should not be in their power to deal with irregular cases in which that which forms the subject of this representation is dealt with.
