water in the basin be sufficient for loaded launches at low water spring tides, viz : - 3½ feet.
The clearance under the Praya must be sufficiently high for launches to pass under at high water spring tides, and there should be a swing bridge for occasional use.
The extension of the Pier should be solely for the use of the Dock Yard as there will be sheers at the end of it.
The Praya will have to be closed temporarily, when vessels are being unloaded, and for this purpose two swing gates will have to be erected on the Praya, at each end of the Admiralty frontage.
There should be no public landing place on the sea face front of the Dock Yard.
