The opinions of two such competent Authorities as Sir Charles Shadwell and his successor Admiral Ryder concurred in by Commodores Parish and Watson ought to be conclusive with regard to the Admiralty Department. I have only to add my opinion that the longer this work is deferred, the greater will be the mischief, and the greater the ultimate expense.
