In July 1931, by the Ceylon (State | KODE Council), a new constitution was formulated. The two former coun- clls were replaced by a State Council having executive and legislative functions and consisting of three offeers of State (namely the chief secretary, the financial secretary and the legal secretary), Afty members elected on the territorial basis, and not
more than eight nominated members "to make the State Council more generally representative of the national interests."
The franchise is very wide, All British subjects over twenty-one years of age who are domiciled in Ceylon may vote. Other persons may also vote if they possess a cer- toin literacy and property qualifica- tions, or if they have received a certificate of permanent settlement from a Government agent.
On the first assembly of the new Counell seven "'executive com- millees" of equal strength are elected by the members by secret ballot from their total number excluding the officers of State and the Speaker.
Each committee. is charged with the administration of one of the following groups of subjects:-(1) Home Affairs, (2) Agriculture and Lands; (3) Local Administration; (4) Health: (0) Labour, Industry, and Commerce; (0) Education; (7) Communication and Works. Each committee elects its own chairman as minister for the subjects adminis- tered by the commitlec.
The duties of the administrative committees consist of the (1) pre- paration of annual and suplementary estimates of the departments under their control; (2) consideration of executive business and legislative measures relating to their own sub- jccts.
