This rather shows the inconvenience of dealing with this sort of subject by circular and telegraph.
The proposal made to the Gov. of Hongkong in the Circular, if it meant anything, was that the local Revenues of Hongkong should be charged with over £6000 a year, in order that all the Merchants at the Treaty Ports should enjoy cheap postage, 30/6/76.
