Mussolini Preparing For Bold Move

SPANISH CIVIL WAR

London, Apr. 9.
The rising fears of Europe are centred in Venice Palace in Rome, where Dictator Benito Mussolini, believed to be near an open break with France and Russia, ponders the difficulties facing the Spanish rebel armies.
Most diplomats here believe the peace of the world hinges on Mussolini's decision: whether he will respond to the British pleas "to reconsider" his defiant attitude, or whether he will plunge openly into the Spanish war.
Mussolini is apparently preparing the ground for a bold move, since the "puppet" Press of Italy continues to condemn the "flagrant violations" of the Spanish neutrality pact by Frence and Russia, in their support of the Loyalists. Morcover, he has warned Britain that she must recognise Italian rights in the Mediterranean "rather than fight thom."
As an indication of the feeling abroad, the Itálian Football Federation has cancelled its scheduled Franco-Italian match in Paris Sunday on the grounds that the French are incapable of guaranteeing order. It is reported that the French Boxing Federation has retallated by withdrawing from the European Amateur tournament to be held in Milan in May,
There Bre other developments, "The French have denied the Italian charge that their officers are assisting the Loyalists. The Spanish rebels' apology-for-tho-bombing of HM.S.. Gallant has been received. But the situation has apparently banished any possibility of direct action to- wards convening a disarmament con-- ference.

The Non-Intervention Committee has practically admitted that its plans have collapsed coincident. with Italy's refusal to discuss the with- drawal of her volunteers from Spain.

Beautiful spring weather greeted riflemen for the opening of the 2nd Annual Bisley Meeting of the Hong- kong Rifle Club. The meeting commenced at the Army Rifle Ranges at Kowloon City at 10 am. to-day, and will conclude on Monday.
There are a record number of entries for all events, and keen shooting is anticipated by officials of the Association.
This morning's programme was given over to minor events, but shooting started in earnest this afternoon, when the Pre- sident's Cup and Secretary's Cup were decided.
The President's Cup, open to individual full, and temporary members of the HK.R.A., attracted an excellent field. The First Prize in this event is a Silver Cup, presented by the President of the Association, Major R. D. Walker. There are also five souvenir prizes.
