According to a communique, the flotilla was round. ing Cape de Gata when it fell in with the Leipzig. Shortly afterwards, the commander of the Spanish ships sent the following wireless message to the British ship in the vicinity: "We beg you to observe we are the object of per- sistent persecution by this German cruiser. The answer came:, "We have picked up your message. Will reply at an opportune moment."
The Government ships then continued on their course, follow- ed by the Leipzig.
Later, the Government radio station at Almeria observed the Leipzig signalling insurgent positions, but the flotilla continued to wards Ceuta, where it opened an intense bombardment of the port at midnight, Sunday-Reuter.

CANADIAN STATUTES INVALID
Privy Council Ruling Angers Ottawa Constitutional. Reform Urged
Ottawa, Apr. 6.
The Judicial Committee of the Privy Council was attacked in the Canadian House of Com- mons to-day by Mr. R. B. Bennett, Conservative Opposi Lion leader and former Prime Minister, and by Mr. C. II. Cahan, former Secretary of State, in connection with recent judgments invalidating three Canadian social legislation statutes.
Mr. Bennett accused the Privy Council of misquoting the British North America Act, upon which the Canadian Constitution is based,
He declared the validity of the natutes should not have been re- ferred to the courts, but only con- crete cases arising therefrom. He did not suggest the abolition of appeals to the Privy Council, Mr. Bennett went on, but he urged amendments to the British North America Act so no to give the Domision

Later, an attempt will have to be made to arrive at an exact method and figures upon which any inter- national agreement might be based.

PEACEABLE PEOPLE WARNED TO EVACUATE VALLEY
New Delhi, Apr. 6.
A warning to hostile tribesmen in Waziristan that the Indian Government intends to take stern action to suppress lawlessness, is contained in a proclamation issued recently.
The proclamation states, that as opposing tribesmen are using the Khaiṣora Valley, and the territories around it, for the collection and concealment of fugitives, and other illegal purposes, it has been decided to attack those persons found in these territories. Planes of the Royal Air Force will raid the valley lands, from to-day, by day and night, and until further orders.
Hence, says the proclamation, those wishing to save: themselves, their children and their animals, should leave the area and not return until it is declared safe.
