Neutrality Must Be Well Armed
Washington, Mar. 10. Neutrality is impossible unters bneked up by adequate force, declared Mr. Izac, former nuval lieutenant, now member for San Diego, in a de- bale on the Neutrality Bill in the House of Representatives.
