I know nothing of anything against Mr Plunkett's former life, but I think Mr Price would be more acceptable to the public servants, the colony generally than the appointment of the Registrar of the Court, a new comer.
I should myself be inclined to think that the words of the Charter are instructive and that the Governor should appoint any fit and proper person from time to time to be members of the Council, as is the case in Ceylon legislation.
I think the course suggested by Clause II of the Letters Patent is by far the best and I would adopt it.
