The difficulties in this matter appear to me to have arisen very much from the mode in which the Executive Council has been dealt with during the last few years.

It used to consist of the Gov., Officer Commanding Troops, Colonial Secretary, Attorney General, Auditor General.

When the Auditor Generalship was abolished as a separate office, its duties were amalgamated with those of the Colonial Secretary; at the same time the Treasurership was also...
