LORD HALIFAX TALKS ON PURPOSE BEHIND REARMAMENT PLAN

London, Mar. 3.

Replying for the Government in a debate on foreign affairs in the House of Lords, Viscount Halifax said they had been warned in speeches delivered about the dangers of isolation. "We can neither be isolated nor isolate ourselves if we wished to do so," he said. "The future is always necessarily uncertain, but, so far as it can be defined, I suggest that the policy of the Government is crystal clear. I share the anxiety of those who have spoken about the condition of Eastern Europe and I am not oblivious to the greater danger in Western Europe as the result of a possible complication in the East linked by the Franco-Soviet Pact.

"If we are unable to define beforehand what might be our attitude to hypothetical complications in Central or Eastern Europe, that is not to say that we disinterest ourselves in the fate of those parts of Europe. We have repeatedly declared our attitude to carry out our obliga. tions under the Government. If those obligations are not capable of precise definition, that is a defect of the Covenant itself. Despite the weakening of the League, that does not mean that this country is without influence or authority which will always be used to prevent any conflict arising.

"It has been said that the Govern- ment has embarked on rearmament because it can see war coming. We have no such gloomy anticipation. Do not belleve it can be challenged that the stronger this country is, the Jess likelihood there will be of war. These armaments are not for selfish -or aggressive ends, but in order that this country may pull its full weight in the councils of Europe. I think the time may come, and the Govern ment hopes the time will come, It will be possible to negotiate with reasonable equ!li- some success a brium in armaments at a lower scale than that which we are being com- pelled to build. We will welcome any agreement anywhere which will promote peace.

According to the newspaper Claridad, Government troops, after a series of fast marches and furious fighting, have entered Toledo and occupied the quarter near the Alcazar. If this is true it means that the insurgent relief of the Alcazar and the heroic defence of that fortress was a hollow victory,

It is also reported that after 23 hours of fighting of the bitterest nature, in which the insurgents are said to have lost heavily, a Government force, estimated at 30,000 men, crossed the Tagus between Talavera and Toledo and is threatening the railway by which the rebels have

been rushing up reinforcements to Madrid, from

Talavera. By this manoeuvre the Government troops appear to threaten the road from Talavera to Toledo, as well.-Reuter.
