It will be necessary to impose a legal obligation on vessels proceeding under the British Flag to Spain to conform with the procedure contemplated in such matters, to call at ports specified in the plan for the purpose of picking up the International Committee's supervisors and to subject to interrogation by the naval patrols of powers, acting on behalf of the Committee..
