"NOT TAKING

· INITIATIVE"

tive in rearmoment," declared Mr. N. Salo, Japanese Ambassador nt Paris, who is returning to his homeland by the N.YK. liner Yasu- kuni Maru, which just possed through Hongkong.

.Mr. Suto added that he was not unduly pessimistic about the Euro- pean situation,

"Whatever are the Idents of the European counirles-whether they are totalitarian States or demo- cracles-there is no reason why they should not achieve peace if they want it," added Mr. Sato. FREE TRADE

r

"Japan is an advocate of free inter- national trade, but she realises the necessity of tariff barriers in some. countries. However, Japan is always ready to negotiate with other coun- trics in regard to the removal of trade impediments."

Mr. Sato has been in the Japanese diplomatic service for 30 years, 10 of which have been spent in Paris. He first went there in 1920 as Coun- sclior of the French Embassy.
