has, however, since been received from Consul Ricketts stating that Ways had embarked in the American sailing ship "Whitby" for San Francisco, and this it was that led me at the instance of Mr. Ricketts to telegraph to Your Lordship the supposition that Your Lordship might be disposed to communicate with the Foreign Office with a view to steps being taken to secure his apprehension upon arrival.
