Loyalists and rebels are locked in bitter combat on three fronts. To the south, the Government troops are trying to dislodge the insurgents from Mount Pincarron; to the north, the Loyalists forced the rebels to retreat on the Bolino-Depina-Belloque sector. However, the insurgents on the Perdiguera front improved their positions, occupying fortified territory to the north-west of Madrid.

NEW LAWS ARE DRAFTED

New York, Feb. 21.

The New York Times' Mexico City correspondent state that he learns afelaily that à law has been drafted tending towards the gradual elimina- tion of foreign oll companies from Mexico. It is proposed to create an entirely Government-owned company to handle all the Government oll business, including the collection of royalties and rentals from foreign companies.

This new company, moreover, will be granted leuses on all new oilfields, and the leases now held by foreign Government combine on their ex- companies will be transferred to the plation.

The draft law also provides for the acquisition of pipe lines, tanks, ter- minals, refineries and, ships at, pre- sent operated in the Mexican el trade by foreign concerns.-Reuter.
