that I should observe that possibly, the accuracy of the Judgement, these gentlemen may have been somewhat impaired by the circumstance
that they
are, all three, members of the Board of Directors of another Insurance Company.
7. A petition in favor of the Scheme was forwarded to the Governor signed by sixty-four shareholders, representing half the capital of the Company and all of the Hongkong shares except those of two shareholders, one of whom is absent, and the other desired further
consideration. The Chairman also
produced the approval by telegraph
of
fifteen shareholders at Shanghai, and letters of assent from two persons at Yokohama. The discussions in the
Council are reported fully by the Press,
and there is no
question as to the notoriety which the whole matter had obtained in the Colony, during the length of time which has elapsed
since the subject was first mooted.
In conclusion, it is believed

that having regard to the circumstances, which preceded the introduction of the Ordinance, and to its subject matter, which does not
affect the property of
other persons - that the Secretary of State will advise His Majesty to confer the Royal Assent.
